Context

Solthis is an international medical NGO which aims at improving access to care for people in limited-resources settings. Its action is based on three modes of intervention: Health Systems Strengthening, Operational Research and Advocacy, with methodology based on multilevel & multidisciplinary approach: Care services delivery (medical and paramedical staff, midwives, therapeutic educators and psycho-social workers, etc.); laboratory (technicians, etc.); pharmacy (procurement, logistics supply chain teams, pharmacist, etc.); the health information system; and lastly the coordination bodies.

Project Summary

This position takes place in the OPP-ERA Project (http://opp-era.org).

OPP-ERA’s innovative solution aims to improving HIV-1 monitoring by increasing access to routine, affordable VLTs and HIV -1 Early Infant Diagnosis in LMICs. It contributes to global momentum, putting in practice UNAIDS 90-90-90 Strategy commitments and the WHO “Treat All” guidelines. OPPs (open polyvalent platforms) are appropriate for low- and middle-income countries and are high performing. The open nature of the platform allows for new suppliers of complementary components of the platform to enter the market and increase competition. The project aims to stimulate a sustainable supply of OPP quality components and create a shift in the current market dynamics.

The project goal is to increase effective coverage of optimized HIV/AIDS-related tests (VLTs, EID) and demonstrate polyvalent use (TB, HBV) in LMICs. Within the project, we intend to significantly contribute to the scaled-up access to key HIV-related diagnostics in the four project countries (Burundi, Cameroon, Cote d’Ivoire and Guinea), in complementarity to other technologies (integrated platforms and POC).

The project outcome is an increased use of OPPs for VLT and EID at the global level. By increasing access to quality VLTs and EID and providing tools to help other countries effectively use OPPs, we intend to contribute to the scale up and global use of OPPs, broadening the OPP market. In this way recipient countries can choose the most appropriate diagnostic solution according to needs. Therefore the market impact is expected on both the supply and the demand side.

The Project is managed by a consortium (composed of ANRS, Expertise France, Sidaction and Solthis) and Solthis will lead the Phase 2 (three years) and will be the focal point for communication and reporting to UNITAID. The OPP-ERA coordination team (7 persons) responsible of the overall project management for the consortium, is therefore based at Solthis HQ in Paris.

In order to prepare the Phase 2, we are looking for an Admin and Financial Manager.

Position summary

The Administrative and Financial Manager ensures the administrative and financial management of the project according to the project timeline; providing financial reporting to UNITAID and ANRS; and budget forecasts. He/she will work closely with the Project Director under the hierarchy of the CFO.

Tasks and responsibilities

1.Budget

  • Pilote a budget of 15M$ on a three year grant signed with Unitaid

  • Ensure, in close collaboration with the co-implementers of the project, the combination of the budget information during the budgeting and forecasting process

  • Assist the project director in decision making by submitting accurate and reliable financial information

  • Perform analytical reviews to ensure the quality of forecasting/ budgeting

  • Establish the budget for Guinea in coordination with the administrative and finance coordinator and country coordinator to produce accurate financial information

2.Reporting

  • Control the existence, quality and eligibility of the accounting documentation of each co-implementers

  • Coordinate and consolidate the quarterly reporting process

  • Perform analytical review on the actuals, have a critical analysis of the figures with regards to the activities implemented in the 4 countries of the project

  • Work closely with the administrative and financial coordinator and country coordinator in charge of Guinea to prepare the reporting for Guinea

3.Audits and relationship with donors

  • Is the dedicated interlocutor of the external auditors during the audits

  • Answer, and submit the accounting documentation to the auditors in collaboration with the co-implementers

  • Answer questions raised by the donor on the financial issues

4.Cash-flow management

  • Manage the cash flow of the project : authorization of cash transfer to partner, cash management

5.Internal control & risk management

  • Ensure the respect of Solthis’ Internal administrative and financial procedures on this project

  • Work on the elaboration of the consortium manual of procedures

  • Disseminate the manual of procedures towards the partners of the consortium

  • Ensure the respect of the manual of procedure dedicated to the project

  • Is in charge of Forex risk analysis

  • Work closely with the CFO and external legal advisor on contracts establishment

  • Ensure the existence of contracts, MOU (Memorandum of Understanding) and proper authorization for each activity of the project in each country

  • Address the risk of fraud and risks identified in the project plan;

6.Administration & logistics

  • Works closely with the PSM Expert and the Medical Logistician on the administrative documents requested during health products exportation procedures

  • Organize the international mission of the experts working on the project

  • Organize the missions of the partners participating in international events (conference registration, visa, hotels…)

Profile

Education

Bachelor’s degree (Accountability/Finance, Business School) and a minimum of 5 years’ experience in a relevant field, or a Master’s Degree and a minimum of 3 years in a relevant field.

Knowledge, skills & abilities

· Experience in resource-limited settings would be an added value

· Experience in and aptitude for multi-stakeholder training and facilitation

· 2 years experience in auditing would be appreciated

· Strong organizational, analytical and reporting skills,

· Fluent in English and French

· Management of IT tools, in particular the usual software (Word, Excel, PPT, Outlook…)

Personal characteristics

· Strong interpersonal skills;

· Ability to work independently and as part of a team; well organized, and able to prioritize multiple tasks, while driving results;

· Interest for international cooperation

Conditions

Status:« cadre »- Undefined term of contract (CDI)

Project duration: 3 years

Location of work: Bagnolet (near Paris)

Starting date : ASAP

Salary & benefits : according to professional experience and grid Solthis + health insurance (of which 85% is taken care of by Solthis), Lunch vouchers

Location of work : Post based at Paris HQ with potential international business trips
